Re: Labour Relations Officer
After a nationwide search, I am pleased to announce Tom Milroy as the successful candidate for the TEAM Labour Relations Officer position.
Tom was co-founder of the Saskatoon Civic Middle Management Association (SCMMA). SCMMA was formed in 1996 in response to the efforts of a major industrial union to organize the exempt mid-level management, professional and administrative staff. Tom held a variety of elected positions with SCMMA – including President, Vice-President and Treasurer – and led the negotiations for a first, and then subsequent collective agreements. In his elected role Tom provided labour relations support to members, including complaints, grievances, and arbitrations. He also represented SCMMA in hearings, jurisdictional disputes, and arbitrations before the Labour Relations Board of Saskatchewan.
Tom left his position of IT Project Manager with the City of Saskatoon in 2003 to move to Ottawa to marry. He took this opportunity to further his education, attending the Sprott School of Business at Carleton University to become a Certified Human Resources Professional (CHRP).
From 2003 to 2009, Tom worked as the Recruitment Manager at SOMOS and then as a Senior Human Resources Consultant for the Office of the Superintendent of Financial Institutions (OSFI), Statistics Canada, the Canadian Coast Guard and the Department of National Defence Aerospace Equipment Program Management Office.
Tom was born and raised in the west end of Winnipeg. After graduating from Westwood Collegiate, he attended Carleton University in Ottawa and the University of Winnipeg, graduating with an undergraduate degree in Administrative Studies. His return to both Winnipeg and the union side of the labour relations community is very much a homecoming, and he is very happy to be joining the Telecommunications Employees Association of Manitoba, TEAM.
Tom is married to Nancy Milroy-Swainson who is currently the Director of Health Canada’s Chronic and Continuing Care Division, Health Care Policy Directorate.
Tom is also an active “old boys” rugby player and certified coach. Having left his Ottawa Senators Old Boys Rugby Club and Executive Board memberships behind, Tom is hopeful to be joining the Winnipeg Wasps Rugby Club as a spare Men’s 2nd Division, 2nd row player, for the last half of their 2009 season.
